I'd like to lay out a groundwork of how the expansion would work. After we crown the 2017 MLB champion, we would go through the extension phase and initial free agency as we did last offseason. Before that all occurs, I will have released the expansion protection rules. The key thing to note here is that yes, everyone will lose players. More than likely, no one will lose any stars off of their team.
I'm still optimizing the expansion draft process, but the general process would involve each roster being sectioned off into tiers based on salary, and leaving x number of players unprotected in each tier (for example, one unprotected from 1-8, two unprotected from 9-17, and so on). For baseball, each team would leave 10 players unprotected (the construct of those 10 will be explained later), and 30 players would be selected by each expansion team. The remaining players would be returned to the original owner. Therefore, the most players an owner can lose in baseball is 10. In addition, there would be a protection setup for minor league systems as well, which is still being determined
In summary, this will be the general progression for the baseball offseason (similar for the other sports as well).

2. Full expansion rules are released (late October/early November)
2. Extension phase (ends mid December)
3. Free agency phase 1 (late December-late January) (original teams fill out roster to 30 players)
4. Player protection phase (early February)
5. Expansion draft (mid February)
6. Free agency phase 2 (mid February-mid March) (original teams re-fill empty roster spots from expansion draft)
7. 2018 baseball season starts with 12 teams in the league (early April)
