The practice squad will have no requirements for positional players, it will simply serve as a farm system for any players the owner wants to keep. The practice squad can hold up to 20 players at one time.
Any player with less than 16 games played in the NFL is eligible to remain on the practice squad. Players CAN be stashed on the practice squad past that 16 game threshold if they have never been called up to the NFL fantasy active roster. Once they have been called up they can only be sent back down while they are under the 16 game threshold and must return to the active roster once they hit 16 games. The moment the player is called up, their contract begins and does not stop even if they are sent back down. All players selected in future rookie drafts are eligible for the practice squad immediately. The contract structure for rookies is explained in NFL Contract Details.
If you choose to release a player from your practice squad, you are free to do so at no penalty AS LONG as they have never been called up to your NFL active roster. They will be immediately eligible for waiver wire during the season and free agency in the off-season.
Players signed in free agency that are under the threshold (16 GP) can be sent down to the practice squad until they hit the threshold and then must be either brought up to the active roster, traded, or bought out.
