The initial minor league draft will occur simultaneously with the initial MLB draft and will consist of 15 rounds in reverse snake order of the initial MLB Draft. Players will only be eligible if they have NEVER made an appearance in the MLB and must be tied to a major league team. Therefore, any "prospects" that have at least one appearance in the MLB will only be eligible for the initial MLB draft, not this MiLB draft (think Buxton, Seager, Gallo, etc.)

So what you're saying is Buxton and Seger would be available in the minor league draft or the major league draft cuz I know Segers been in the major leagues but he just don't have enough at bats

Buxton and Seager and the like would not be available in the minor league draft, they would be available only in the major league draft because they have MLB experience.
